[Sip] Google Chrome adds HTTPS-only mode

I've read that the latest dev version of Chrome features a command- 
line switch to cause the browser to reject HTTP and only load HTTPS  
sites.

That's an interesting concept, given that we've done so poorly at  
making SIPS actually work in the wild.
