sorry, too may lists, threads, and offlist discussions - and not enough sleep.

i'm not trying to suggest that we should be working on mechanisms for
opening tins (although will happily entertain any new mechanisms -
there is currently only one practical way i am aware of opening tins,
which means it doesn't meet SIPs minimum quota for "ways to do
thing"); so let me reword my previous message so it makes sense to
anyone other then me:

  i am strongly in favour of putting the target URI in HI.
