[Sip] [sip] I-D Action:draft-ietf-sip-outbound-19.txt



Continuing my attempt to keep these going to the correct list, which is meant to be STILL sip.

And a reminder that it is the author's responsibility to update the list with the nature of the changes when a new version is issues.
