[Sip] I-D draft-avasarala-dispatch-comm-div-notification

Hi All

We submitted an updated version of the I-D
"draft-avasarala-dispatch-comm-div-notification" addressing the comments
received in the dispatch and sip maillists. 

From the limited comments received, it seems this is moving in the right
direction, The authors would very much appreciate ideas and comments on
the document and suggestions on where to go from here.
