[Sipping] New draft on reusing existing TCP and TLS connections

Hi folks,

I've just submitted a new ID which includes requirements and a proposed
mechanism for reusing TCP and TLS connections in situations where we have
a pair of "ships in the night" connections (one in each direction).

Until this draft appears in the archive it is available on softarmor:
