[Sipping] Combined overload control draft

We have submitted a new overload control draft that combines the two existing overload drafts: draft-hilt-sipping-hopbyhop-overload-00 and draft-malas-sipping-congestion-header-01.

In addition to combining the existing drafts, the new draft has been completely revised to accommodate comments and feedback received and it has a new section that discusses design considerations and introduces a control model for SIP overload control.

Title : Session Initiation Protocol (SIP) Overload Control
	Author(s)	: V. Hilt, et al.
	Filename	: draft-hilt-sipping-overload-00.txt
	Pages : 23
	Date : 2006-10-17

Overload occurs in Session Initiation Protocol (SIP) networks when
SIP servers have insufficient resources to handle all SIP messages
they receive. Even though the SIP protocol provides a limited
overload control mechanism through its 503 response code, SIP servers
are still vulnerable to overload. This specification defines a new
SIP overload control mechanism that protects SIP servers against
   overload.

Send a message to:

In the body type:
	"FILE /internet-drafts/draft-hilt-sipping-overload-00.txt".

NOTE:	The mail server at ietf.org can return the document in
MIME-encoded form by using the "mpack" utility. To use this
feature, insert the command "ENCODING mime" before the "FILE"
command. To decode the response(s), you will need "munpack" or
a MIME-compliant mail reader. Different MIME-compliant mail readers
exhibit different behavior, especially when dealing with
"multipart" MIME messages (i.e. documents which have been split
up into multiple messages), so check your local documentation on
	how to manipulate these messages.

Below is the data which will enable a MIME compliant mail reader
implementation to automatically retrieve the ASCII version of the
Internet-Draft.
