There are a very few places where roads have congestion pricing,
usually with much higher tolls during rush hours than non-rush hours.
Which is economically rational -- the person who wishes to drive at
3am is creating no demand to build new roads.

(And as Andrew and Samir note, trucks are charged a different rate.
But that is more complex, because the wear-and-tear a truck places on
a road varies depending on its weight.)

What holds up these sorts of schemes is the "transaction costs" of
charging appropriately are high relative to the amount of money
involved.

But for more expensive resources, congestion pricing is more common.
For example, if you desire to fly, you will have to pay less if it is
not at a time when the airport facilities are saturated.

   This is what Internet Neutrality and now the new Wireless
   Neutrality is all about. But that's another discussion.

Equality is not always advantageous if different users prefer
different cost/capacity tradeoffs.

But as Paul says, the difficult question is not the theory but how to
implement this (or any other scheme) in practice, and prevent it from
degenerating into mere rent-seeking.
