Hello,

We are working on a method to encapsulate transport protocols over
UDP. This has two goals that are intended to address transport
protocol ossification in the Internet:

1) Allow applications to run their own transport layer stack (i.e.from
userspace). This eliminates dependencies on the OS (e.g. solves a
major dependency issue for Facebook on clients).
2) Make transport layer headers (all of L4) invisible to the network
so that they can't do intrusive actions at L4. This will be enforced
with DTLS in use.

Any comments or suggestions are welcome.

Abstract:
   This specification defines a mechanism to encapsulate layer four
   transport protocols over UDP. Such encapsulation facilitates
   deployment of alternate transport protocols or transport protocol
   features on the Internet. DTLS can be employed to encrypt the
   encapsulated transport header in a packet thus minimizing the
   exposure of transport layer information to the network and so
   promoting the end-to-end networking principle.
