Based on both mailing list feedback which primarily pointed to choice A,
and the discussion at the last 2 meetings, it looks like this should be
added to our milestones.  My guess is that 1 year from now is an
appropriate time to put the milestone at.  The authors can go ahead and
submit a draft-ietf-tcpm-... version when they're ready.
