The particular solution to the particular problem we're talking about here is an in-band / out-of-band hybrid, which actually makes sense for a management probe of the path a SYN takes between arbitrary endpoints.

However this is not the particular problem the option was designed, and is needed, for. If it solves other problems, such as management probes, thats great.

And we're back to out-of-band solutions to the problem.
I actually don't think this is reasonable - I think
it's based on too many assumptions that don't hold
in a sufficiently large number of cases, or it forces
an architecture that's not widely used.  Either way,
I'm not comfortable with it.
