Fully agree. And I think it is appropriate to delay the decision on tls-srp until we have made that decision. Such a delay will not affect developers significantly.

It will, since we'd like to get IANA numbers assigned soon.

I think the IPR situation is as clear as it's going to get, and the chairs are doing the best they can in polling the WG.

As Pasi say, these issues are complex and situtation-dependent. It would be nice to have a clear, mechanical policy to apply, but I don't know of any WG or Standards Body with such a thing.

This draft has languished long enough, let's just get rough consensus and move on.
