You could probably find some prior art -was a TLS WG item- (published by Stephen Farrell, 1998) at http://tools.ietf.org/html/draft-ietf-tls-attr-cert-00 and http://tools.ietf.org/html/draft-ietf-tls-attr-cert-01
The minor difference is that by 1988, the TLS Extensions wasn't published yet.
