Your assertion that BCP 79 is "optional" isn't so. As demonstrated with
TLS-Authz, an RFC may be rescinded for failing to follow RFC3979.

What companies?   What RFCs?

Those IETF WG chairs and A.D.s should follow the IETF policies, and
ensure that IETF policies are followed. If the IETF managers will not
follow the IETF rules, they must be removed.
