[TLS] comments on draft-urien-tls-keygen-00

I'd like to see more explanation of the purpose of this protocol.

Why does it have to be part of TLS? This just looks to me like
a protocol that could run over TLS as an ordinary application
protocol, perhaps using Extractors to get the keys.
