I'm unaware of anything that corresponds to (b). 

Certicom filled in an IETF-provided Web form that allows them to
list a bunch of drafts and refer to an explicit statment.

Do you also opposed a putative TLS 1.3 being Standards Track? TLS is
listed on their statement.
