That pretty much sums up all of IBE as far as I can see.  However just because
it's pointless I don't see what harm there is in publishing an RFC on it (if
that was an argument not to do something, PKIX would have had to shut down
years ago :-).  As far as I can see no-one's being forced to implement it, we
can just ignore it at our leisure, it's only an informational after all.
