rfc2629xslt (<http://greenbytes.de/tech/webdav/rfc2629xslt.zip>) now allows this through an extension, for instance:


[<xref target="ref1" x:fmt='anchor'/>, <xref target="ref2" x:fmt='anchor'/>, <xref target="ref3" x:fmt='anchor'/>]

(documents using rfc2629xslt extensions can be down-converted to plain xmlrfc syntax with an included conversion transformation XSLT).
