You will see that this has been posted.

The only change is from "Informational" to "Standards Track", on advice 
from two reviewers, as this is in support of ITU-T Recommendations | ISO 
Standards, as we want it to be available for other RFCs, and as we want 
an eventual IANA registration of "permanent".

The request for the IANA registration will shortly be sent.
