[VRRP] Backup VRRP router passive ARP learning (was RE: DISCUSS and COMMENT: draft-ietf-vrrp-unified-spec )

One other issue for VRRP list discussion.  BTW, IMHO, seems like a good
idea to at least mention possibility in spec.
