[VRRP] ipv6 vrrp packet size with 255 groups

Hi VRRPv3,

I have question regarding IPv6 VRRP packet size handling in current VRRP V3 draft, For the case when we have 255 groups.

IPv6 VRRP header size with 255 group = 128 + 32 + 32 + (255 group *128 ipv6 address)
                                     = 192 +  32640
                                     = 32768
                                     = 4096 bytes

With IPv6 packet size more than 4096 bytes, VRRP packet will be dropped bcoz of below reasons
1) What happens when customers use default MTU which is 1500 bytes?
2) If Non Jumbo capable devices located as switch OR VRRP router.

Do we leave these problems to the network admin or should we come up with new logic to address this issue.
