Let me answer shortly from the IESG member perspective. I need to
mention however that I was not the one who raised the issue originally.
I have seldom seen the shepherds playing that role that you mentioned of
bridging between the WGs and the IESG members and filling in missing
information. On the contrary, I have seen a number of documents in limbo
after the IESG entered some DISCUSSes and not making visible progress to
work the differences and issue revised ID's. When they did make progress
(late in some cases) it seemed to be more because of the AD's sending
reminders or in some cases the WG chairs (different that shepherds)
intervening.
