Or what?  I worry that this is going to turn into another procedural
rule that will just frustrate well-meaning people who for some reason
can't meet it, while others who are obviously gaming the system will
sail through because they "followed the rules".  

I'm still wondering, however, whether we're tinkering with the wrong
variable.  If documents really need that much work when they come out
of WGs, does that mean that they're really in bad shape?  If so, I
argue we ought to fix that, rather than trying to come up with more
process rules.
