seconded. Some cases I remember were clearly cross-area or cross-wg issues
that are less about "bad shape" but some aspect of another protocol being
used in undesirable ways. IESG review is a bad time to discover this, so
response timers won't help solving the lock/DISCUSS. Early review is key,
but I'm not sure that's part of the PROTO process.
