Or what?  I worry that this is going to turn into another procedural
rule that will just frustrate well-meaning people who for some reason
can't meet it, while others who are obviously gaming the system will
sail through because they "followed the rules".

I've had similar thoughts. Let's not forget this is a volunteer organization. It's hard to hold volunteer's feet to the fire. For some people (and I'm not talking about myself) IETF participation is a sideline to their day jobs. If we up the minimum required effort level too much, we may find ourselves limited to participants that are paid to participate.
