I just checked the TICTOC charter at http://www.ietf.org/dyn/wg/charter/tictoc-charter.html
vs the one at http://tools.ietf.org/wg/tictoc/charters.

The text seems the same, but the tools version starts rather unauspiciously 
as follows :
