Hmmmm.  This seems weird to me.  If CPCP controls what roles you can
take, and gives you the mechanism for assuming a role, why wouldn't it
control what floors you can take, and give you the mechanism for gaining
the floor?  

Doesn't change the discussion of how you show that you have floor
dependent control; all you are saying is that the MPCP server has
to connect to both CPCP server and BFCP server to determine
whether a control is available (and enabled) to a particular
participant. 

Every once in a while I get the feeling that roles and floors
are intertwined so much that we ought to combine them.
