[XCON] Work Priorities

While we had a milestone back in May to complete CPCP, there is now 
additional pressure to get this work completed in a timely fashion. In 
particular, 3GPP hopes to use CPCP as part of its next release of the 
IMS subsystem. This is really good news, since it means that the 
protocols we are developing will almost certainly see wide deployment.

In order to use CPCP in the upcoming release, 3GPP would like to see 
some version of CPCP "frozen" by September, at the latest. My 
interpretation of this request is that we should be finished with last 
call and have closed any open issues by that date.

Please keep this in mind as you prioritize which work you decide to 
pursue over the next several months. The most probable candidate is the 
XCAP usage of CPCP, so please give that work an appropriate amount of 
attention.

To reiterate: we have our own urgency to complete work that is overdue 
by our own schedule; the 3GPP request should simply provide 
reinforcement for this urgency.
