Perhaps what is needed is a single list of of users the focus is supposed to bring to the meeting somehow. An attribute in each entry could specify *how* this user is to be brought in - invite, refer, ...
This attribute could be either authoritative or just a hint. And it could be optional.

People raised concerns about why we need 2 list, those concerns where raised by the same people that advocated a separate list for refer-list in the interim ;) Text will be added describing those needs.
