In BFCP we have a distinction between floor participant and floor chair. A floor chair may be a floor participant, but is not necessarily a floor participant.
I notice the framework document does not seem to build in any definitions of participant over and above those used in the SIPPING conference framework, and I think we may need to look at more generalised definitions (i.e. not tied to a SIP dialog existance). I notice there is text in the SIPPING framework document (section 3) that states: "The focus maintains a SIP signalling relationship with each participant in the conference". At least as far as that statement is concerned, a floor chair is not bound by that constraint.
However, a floor chair does need to learn certain information in order to use the floor control protocol. If that learning process makes that user a (conference) participant, then well and good, but we then need to make sure the definitions encompass that concept.
