RE: [XCON] FW: Liaison statement to IETF XCON from OMA PAG (2)



Hi all,

Based on what I've seen on the XCON list lately, it seems that the WG is taking a new direction with conference control or policy/state management (I'm not sure what the correct terminology is at this point...). This means that the data manipulation (XCAP) based approach in the current CPCP draft will be at least partially, if not completely, abandoned.

Some of the main customers for CPCP have been external organizations such as OMA and 3GPP, which have adopted the CPCP/XCAP approach in their specs. Both of these organizations are now in the process of freezing their current "releases", so they need to decide what to do with CPCP. I'm not sure what is now the expected timeline for XCON WG to produce RFCs based on the new approach, but in any case I think it will take too long to incorporate any of that to the _current_ releases of OMA or 3GPP. The message I've got especially from the collegues working in OMA is that in any case their solution (for push-to-talk, PoC) will be based on CPCP/XCAP.

My question is what to do between OMA (and 3GPP) and XCON in this situation. Realistically I see two options:
1.) OMA takes the "ownership" of CPCP document, finalizes it, and registers it as a vendor-specific XCAP Application Usage according to the process defined in XCAP base draft/RFC. 
2.) CPCP is published as an Informational RFC in XCON (presuming this could be done quite shortly) and the XCAP AUID would be registered through that. OMA (and 3GPP) can continue refering to that document.

I'm not trying to shake the new direction in XCON, I'm just asking guidance what to do. I know that CPCP/XCAP has its shortcomings and thus the full XCON solution (ready by the end of 2005?) can not be based (at least alone) on that. However, it meets the requirements of OMA PoC (and perhaps those of 3GPP conferencing too), which are more limited. And those organizations need a standard right now. 

So, is option 1) or 2) preferred by XCON or IETF, and are there any other comments or concerns or suggestions?
