[xmpp] draft-hildebrand-dna-00

I just posted draft-hildebrand-dna (see:
http://www.ietf.org/id/draft-hildebrand-dna-00.txt).  It's still pretty
rough, but it has Sean's first pass at Attribute Certificate language.

As we discussed in Stockholm (and at the XMPP Summit before that), this is
an approach to help us host XMPP services on large, multi-domain providers,
while still doing meaningful encryption.
