updates MIB changes in framework document
The framework document includes partitioning, and partitioning is now also added to the MIB:
ancpAnInterfaceDefaultPartitionId
ancpAnInterfaceConfigTable
Each time a row is created in the IF-MIB for an interface that is subject to ANCP, a row is automatically created in this table with the default partition ID.
The default partition ID can be changed by the operator
Table index is ifIndex (from IF-MIB)
The table currently has a single object: the partition ID of the interface
