Augment MARS for intra-LL ND messages

IPv6 Interfaces forward certain classes of discovery packets direct to MARS
MARS selectively forwards packets to avoid flooding the Cluster/LL
Observe that while supporting normal IPv6 multicast:
- IPv6 Interfaces (clients) have pt-pt VC to MARS
- MARS has pt-mpt VC back to clients
