Selecting a mark-up language is important so that documents paginate correctly and we separate structure from presentation
Look at RFC 1866, which describes how to write RFCs in HTML
Don’t focus on providing technical information to 1st time internet users, but rather on providing an introduction to the IETF
What, if any, editorial policy?
This effort has internal needs (communicate to neophyte / interested IETF community) and external needs (communicate to outside world about IETF activities); are these the same?
Include information clarifying or illuminating the content of RFCs and other internet-related documents
Who will run the web site?
Avoid duplicating information that’s already out there
