CHopps: The BFD pieces don't really apply as BFD doesn't cover ISIS errors

Ward: BFD does cover degraded links if the degradation is shown to
      affect forwarding and has adaptive problems


Hannes: Turn on md5 and you'll get notification of corrupt packet
        and tear down the adj

Ward: He is asking a moderate change that when not running md5 send
      an event/log/alert/etc

Ruediger: are all cases of link deter. covered? I would think that
          this wouldn't catch enough and thus may not of large value.
