    1) Administrivia

    o Approval of the Minutes

    The IESG approved the minutes of the July 27th IESG meeting.

    o Action Items

    The IESG has been reviewing action items by email, and made plans to
    review outstanding actions at the next meeting.

    o Next Meeting

    The next meeting was scheduled for August 17th. The IESG will
    try to meet weekly for the next several weeks to clear away a
    growing backlog of protocol and management issues.

    2) Protocol Actions

    o PPP Authentication

    The PPP Authentication protocol is nearing the end of its long
    journey toward Proposed Standard. The token is currently with the
    Working Group.

    ACTION: S. Crocker: Make sure the PPP Authentication guys finally reach
    agreement on the remaining issues with PPP Authentication.

    o TCP/IP Header Compression

    Little progress has been made in identifying the items that need
    clarification in the Header Compression document. Because Noel
    Chiappa has left the IESG, the responsibility for this protocol has
    been passed to Dave Borman.

    o IP and ARP over HIPPI

    The Internet Draft "IP and ARP over HIPPI" was reviewed by Philip
    Almquist. This is a large and relatively complex document
    explaining how to run IP and ARP over HIPPI channel. HIPPI was
    originally intended as a high speed bus, but with the introduction
    of switches has become more LAN-like. In addressing the issues
    involved with running ARP over HIPPI, the document goes to some
    length to clarify the model HIPPI as a LAN.

    The IESG discussed the scope of the document and whether it was
    appropriate for the IETF to standardize a document dealing with the
    use of HIPPI as a LAN, and agreed that in so far as this needed to
    be addressed for ARP and IP to function on HIPPI, it was
    acceptable.

    ACTION: Borman -- Review for technical accuracy and editorial
    completeness the IP and ARP over HIPPI document.

    ACTION: Vaudreuil -- With the review and of Dave Borman, craft and send
    a recommendation to the IAB to publish IP and ARP over HIPPI as a
    Proposed Standard.

    o PPP NCP for CLNP

    Philip Almquist reviewed the Internet Draft "The PPP OSI Network
    Layer Control Protocol (OSINLCP)" and determined that the document
    acceptable as a Proposed Standard.

    ACTION: Piscitello -- Provide an additional review of the OSI NCP
    document.

    ACTION: Vaudreuil -- With Piscitello's review of the document, craft
    and send a recommendation to the IAB to publish the PPP NCP for OSI as
    a Proposed Standard.

    o PPP NCP for AppleTalk

    Philip Almquist reviewed the Internet Draft "The PPP AppleTalk
    Control Protocol (ATCP)" and determined that the document was
    acceptable as a Proposed Standard.

    ACTION: Vaudreuil -- Craft and send a recommendation to the IAB to
    publish the PPP NCP for AppleTalk as a Proposed Standard.

    o Telnet Remote Control Option

    The Internet Draft "Telnet Remote Flow Control Option" was written
    by Dave Borman and was reviewed by Russ Hobby. The IESG approved
    this document as a Proposed Standard.

    ACTION: Vaudreuil -- Craft and Send a recommendation to the IAB to
    publish the Telnet Remote Flow Control Option as a Proposed Standard.

    o Naming Guidelines for Directory Pilots
    o String Representation of Distinguished Names

    Comments were received by the IESG on these documents and the
    documents are being edited to reflect the positive comments. IESG
    consideration will be delayed until current versions of the protocols
    are available.

    o Ethernet MIB

    Comments were received by the IESG during the last call period.
    These comments are currently being incorporated into the document.
    IESG consideration will be deferred until a new version will be
    posted as an Internet Draft.

    3) Technical Management Issues

    o OSPF AS

    After a long delay, the IAB Applicability Statement (AS) for OSPF
    to be the "common" Interior Gateway Protocol is ready to be advanced
    as a Proposed Standard. Because of the large delay between the
    IESG recommendation and the IAB document, the IESG recommendation
    appears quite dated. The IESG discussed the possibility of updating
    the recommendation or merely asking that it not be published as an
    RFC and not referenced in the IAB AS. The IESG agreed that
    publishing the recommendation was a good thing, but not wanting
    to delay the OSPF AS any longer, opted to decouple the two
    documents. Time permitting, the IESG recommendation will be
    re-worded and published as an RFC, however, the IAB AS should be
    posted as soon as possible, without the reference to the IESG
    recommendation if necessary.

    ACTION: Gross -- Notify the IAB that the IESG does not want the OSPF AS
    delayed pending IESG rewrite of their recommendation and encourages the
    IAB to post the AS as an Internet Draft as soon as possible.

    ACTION: Gross -- Update the IESG recommendation that OSPF be chosen as
    the Common IGP and submit it as an RFC.

    o SNMP Evolution.

    Chuck Davin prepared a note outlining a course of action in moving
    toward a new version of SNMP. The IESG reviewed this note, and
    with specific changes endorsed it. After the note is sent to the
    IETF, the IESG plans to review the charter of the SNMP Evolution
    Working Group pending the selection of a chair.

    ACTION: Davin -- Send the SNMP Evolution plan to the IETF.

    ACTION: Davin, Vaudreuil -- Craft and get IESG approval of charter for
    the SNMP Evolution Working Group charter.

    o Proposed IETF Working Group on IETF/IAB procedures.

    The IAB is working with the ISOC Board to form an IETF Working
    Group to review and improve the procedures by which the IETF and
    the IAB make standards. The IESG was given a draft version of
    this proposal for comments and the IESG had no objections.

    ACTION: Gross -- Convey to the IAB the IESG agreement with the IAB/ISOC
    plan to create an IETF working group to examine the procedures of the
    IETF and IAB.
