    1.3 Review of Action Items

    DONE:

    o Harald Alvestrand, with others as required, to have a
    discussion with Alex Zinin regarding the time commitment and
    role of a NomCom liaison.

    IN PROGRESS:

    o David Kessens, Steve Bellovin, and Alex Zinin to discuss a charter
    for a new Operations and Management Area working group for OPSEC.
    o Bill Fenner to determine with WG chairs whether a liaison with OIF is
    desirable, and will inform the IAB of the decision.
    o Applications ADs to evaluate the situation with regards to MIME type
    review, and see how we can ensure the review turnaround times specified
    in the MIME registration procedures.
    o Allison Mankin and Thomas Narten to compose a message for the IESG and
    IAB related to 3GPP's Release 6 publication deadline and expedited documents.
    o Harald Alvestrand to clarify what actions are needed to enforce the new
    boilerplate. August 19, 2004 is the proposed deadline for accepting I-Ds
    with old boilerplates. All I-Ds submitted after this date require the use
    of the new boilerplate.
    o Allison Mankin will encourage Dave Meyer to go forward with his I-D on
    IETF minutes, and will suggest some IESG points for it.
    o The Secretariat to add Aaron Falk to the iesg@ietf.org mailing list and
    to teleconference participation materials.
    o Margaret Wasserman to take the lead in drafting a description of the
    positions to be filled by the NomCom. Allison Mankin, Thomas Narten, and
    Alex Zinin will do an initial review; the document should be ready to
    be reviewed by the IESG before the next teleconference (09/02/2004).
    o Bert Wijnen to collect IESG and IANA feedback on openBSD/carp IANA
    assignments and send the collective feedback to the IAB.

    NEW:

    o Ted Hardie, Bill Fenner, and Thomas Narten will draft a policy on
    "placeholder" I-Ds in reference to I-D submissions prior to IETF meetings,
    and will draft words for reminders the Secretariat sends.

    The IESG approved the draft WG charter for IETF review pending new
    text for the charter and the addition of proposed working group chairs,
    to be provided by Bert Wijnen. The Secretariat will send a WG Review
    announcement, and a separate message to new-work@ietf.org. The
    Secretariat will place the WG on the agenda for the next IESG
    Teleconference (09/16/2004).

    7. Management Issues
    7.1 Topic: Confirm Open IESG Positions for 2005 NomCom (Margaret
    Wasserman)

    The management issue was discussed. The IESG reviewed the list of
    open positions and approved it for forwarding the list to the NomCom.

    7.2 Management Item timing variance for Lemonade Interim Meeting (Ted Hardie)

    The management issue was discussed. The IESG had no objection to
    granting the variance for the Lemonade Interim Meeting.

    7.3 Expert for RFC 3761 (Allison Mankin)

    The management issue was discussed. The IESG decided that the
    primary RFC 3761 Expert would be the RIPE NCC Technical Contact
    for e164.arpa, with Rob Austein as secondary contact (but with
    both on the mailing list).

    7.4 Teleconference Schedule for November/December 2004(Harald Alvestrand)

    The management issue was discussed. The IESG decided to hold
    teleconferences on November 18, December 2, and December 16.

    7.5 Making the IESG Teleconference agenda public (Harald Alvestrand)

    The management issue was discussed. The IESG decided to make the
    IESG Teleconference agenda public.

    7.6 Update of version -00 drafts just prior to the IETF meetings
    (Harald Alvestrand)

    The management issue was discussed. The IESG decided that new
    version -00 drafts are allowed to be updated before the -0n
    deadline. Ted Hardie, Bill Fenner, and Thomas Narten will draft
    a policy on "placeholder I-Ds," and will draft words for reminders
    the Secretariat sends. At the December 2, 2004 IESG Teleconference,
    the IESG will look at the submission statistics for the period of
    time before the Washington DC IETF meeting and evaluate the situation.
    Action item: Ted Hardie, Bill Fenner, and Thomas Narten will draft a
    policy on "placeholder I-Ds," and will draft words for reminders the
    Secretariat sends.
