This is a followup review of version -16 of the I-D.  The initial review was for -15.

The primary advice (which was to add some terms to the Terminology section) was followed, and the additions are both appreciated and are concisely and clearly written.

I also had some language nits, and a number of them were addressed. The nits that were not addressed were explicitly rejected by the editor.  I don't feel very strongly about them, so I am happy to defer to the editors.
