The document discusses various operational networking issues that influence the quality of experience when streaming high-bitrate media (e.g. video) over the Internet. This is an informational document which provides an overview of the current landscape in this area, it doesn't define any new streaming protocol.

The document is well written, I read it with interest and with pleasure.
