Hi, I have reviewed this document as part of the Operational directorate's ongoing effort to review all IETF documents being processed by the IESG.  These comments were written with the intent of improving the operational aspects of the IETF drafts. Comments that are not addressed in last call may be included in AD reviews during the IESG review.  Document editors and WG chairs should treat these comments just like any other last call comments.   Based on implementation survey results, this document proposes to update [RFC5440] to specify the IRO as an ordered list and supported the use of the Loose hop bit (L bit) to indicate both strict and loose hops support. This change improves interoperability of new implementations. This draft also consider back-compatibility with existing implementations and provide recommendation for implementer on use of IRO defined in this document.. I think this document is well written and ready for publication. I have no issue with this document.   Regards! Qin Wu
