Summary: Generally a well written document that is ready to go. However, I have a concern about whether SHOULD is strong enough in terms of explaining the reason to deny an allocation request. Then a question of IETF policy on use if RFC 2119 language and a possible typo. All of this is easily addressed.

Denials SHOULD include an explanation and, if
