TITLE: Re. Administrative issues associated with ENUM

LIAISON STATEMENT
TO: ITU-T SG2

The IAB has reviewed the concerns of ITU-T SG2 expressed in your
liaison statement of 18-28 May 2004. [referral].

The IAB is concerned that the liaison statement uses terminology that
is foreign to the ENUM Standard (IETF RFC3761), and in some cases
uses terms that can be confused from other contexts (e.g., calling
e164.arpa a "Top Level Domain"). In the interest of continued
clarity, we therefore explicitly reject the terminology and text of
that liaison statement, and any roles or relationships that may be
inferred from them.

With regards to the substance of the concern regarding operational
stability, we would like to remind you that the IAB has committed to
coordinating with the ITU-TSB (in its role of designated expert for the
ENUM Standard) before making changes to the ENUM registry and the
operation of e164.arpa. These commitments are publicly and formally
documented in our liaison statements to ITU-T SG2 of September 2002

as well as the ENUM Standard itself, in Section 5 ("IANA 
Considerations") of RFC3671. We would further observe that changing the
domain of the ENUM standard, from "e164.arpa" to any other value, would
require a standards action within the IETF. The IAB could not make such
a change unilaterally, and any such proposal would involve a public and
open review process.
