Statement regarding Digital Rights Standards work in the Internet Research Task
Force
WG11 thanks you for the information on the impending
formation of the IRTF research group on digital rights management. MPEG’s
history in what we call Intellectual Property Management and Protection (IPMP)
goes back to 1994, and we are moving from standardised identification of IP
towards more interoperability in management and protection. See the enclosed
‘Intellectual Property Management and Protection in MPEG Standards’ (ISO/IEC
JTC1 SC29 WG11 N3943) for an overview of that work.
Currently, MPEG works on the following IPMP-related
issues:
- Extending
the MPEG-4 IPMP ‘hooks’ (interfaces to proprietary systems) towards more
interoperable solutions. We envisage issuing a public Committee Draft in
July.
- In
the context of the MPEG-7 standard, we develop technologies that address
the authentication and protection of metadata. We expect this to form an
integral part of version 1 of the MPEG-7 Standard, which is to be
finalized by July this year.
- Technology
for uniquely identifying content (the MPEG-21 Digital Item Identification
and Description mechanism), scheduled for completion in March 2002.
- Also
in the context in of MPEG-21, we have issued a first draft of Requirements
for a Rights Expression Language and Rights Data Dictionary. See WG 11 N 4044 enclosed. The Call for Requirements has been extended to June
1st, see enclosed. We would welcome your input to these
requirements, and we will be happy to cooperate on the development of both
the requirements and the Language/Dictionary. We envisage issuing a Call
for Proposals in July 2001.
