We are grateful for ITU-T Q14/15's interest in this topic and welcome your active cooperation in producing a workable and stable change process that will ensure that the (G)MPLS protocols are extended in a sound and backwards compatible way under the guidance and control of the IETF. We are currently engaged in discussions with various members of the management of Study Group 15, and hope to use these discussions and your points of feedback to produce an interim version of the draft (draft-andersson-rtg-gmpls-change-01.txt). This new version will not address all of the issues raised as it is only an interim version, but we hope it will go some way towards resolving your concerns.
