No, that's not quite right.

Scope-3 is each of the LLNs that have a single technology instance (e.g. 802.15.4 + PANID)

Scope-4 is the whole multilink subnet as defined by the span of the
collection of DODAGs (my suggestion)

The RPL DODAG instances would likely span the backbone, and would be the
basis for scope-4 configuration.
