Technical
------------

To avoid MAC flip-flop at the remote egress RBridge, the TRILL-EN node
needs to use the Appointed Forwarder for the encapsulated data frame's
VLAN regardless of which edge RBridge it sends it to. This also solves
a potential problem with return traffic. If return traffic arrived for
egress at other than the Appointed Forwarder, it would be dropped.
