Problem Scope
Networks and operators require a user to register in order to provide access to the network or access to value added services.
Registration provides the network the user's identity and other related information thereby enabling the operator to authenticate the user and authorize access to services and resources in addition to having a mechanism for charging/accounting.
Current user registration mechanisms are built into the lower layers thereby making them access specific; An upper layer protocol will enable the usage of a common registration mechanism for multiple access types.
