Harnessing IP for Critical Communications Using Precedence (HICCUP) Meeting Notes Purpose The purpose of the meeting is to bring together people interested in critical communications to describe the problem space, give some examples where critical communications are needed, and provide venue to exchange ideas on how to move forward. Through the meeting, Mr. Baker encouraged attendees to formulate problem statements to document different areas of concern before moving towards building a charter. It was recommended that HICCUP mailing list members write up the problem statements as an Internet draft. Some suggested questions were – * What is the scope of the problem? * What is the threat model? * What are the actual expectations for various applications? * What are the mechanisms we are going to need to meet those expectations? * Where are the delays going to be? * How do we make sure the network doesn’t become vulnerable? Mr. Brian Rosen spoke about EMS IP based communications. He discussed the effort to provide emergency services on an IP network and the work being done by ENRICK 7 focus group. Mr. Rosen described emergency situations where the Police, Fire Department or Medical services would need to communicate with higher priority. The concern highlighted by Mr. Rosen is the need for emergency services to try to preserve private network characteristics in a public network. Mr. Antonio Desimone (NII/ DoD-CIO) discussed the Global Information Grid’s (GIG) role as an organizing construct to pull together all DoD networks and applications. The GIG connects to other networks: coalition, NATO, Federal, State and Local, and commercial. Mr. Desimone expressed interest in moving towards a common approach to talk about precedence for the GIG and interconnected networks. Mr. An Nyugen (NCS) talked about the dependence of National Security and Emergency Preparedness on public communication networks to facilitate recovery operations for natural or man made disaster events. Mr. Nyugen outlined his concerns with specific focus on the need to provide end-to-end priority and to provide security to ensure authorized ETS. Mr. Pratik Bose (LM) and Mr. Chris Christou (BAH) both stated the need to develop a requirements draft that would capture the expectations of various agencies. Mr. Dennis Berg stated that there is an effort underway to address priority over public networks. Jon also recommended clarifying the charter for the proposed HICCUP BOF by further describing the scope and impact to different services. In conclusion, Mr. Baker again asked all participants to begin problem statement formulation and encouraged participation in the HICCUP mailing list. The HICCUP list will be sent to the IEPREP list and information of charter will be sent out as well.
