Moz: Need a requirement for extensibility mechanisms for forward and backward compatibility

Jonathan: When indicating "optional" features, it is unclear whether these are optional features of a codec or optional requirements to be satisfied by a codec.

Moz: more than profiles, we need a way to introduce new features and maintain backwards compatibility
