The best effort service 23 paradigm was a result of the original management principles and the 24 other way around. New methods to distinguish the service given to one 25 set of packets or flows relative to another are well underway. 26 However, as IP networks evolve the management approach of the past may 27 not apply to the Quality of Service (QoS)-capable network envisioned 28 by some for the future.
